Russian President Vladimir Putin submitted to the lower house of the Russian parliament an agreement with Syria on expanding the Russian Navy's base in Syria's Tartous.

"The duration of the agreement is 49 years, it can be automatically prolonged for a period of 25 years in case none of the parties send a written notification to the other at least one year before a period expires concerning its intention to terminate the agreement," the document reads, according to the Russian news agency TASS.

According to the agreement, the Russian base will be completely exempted from the civilian and administrative powers of Syria, and Russia will be able to use the common facilities in the region without paying any price.

The agreement also states that "Russia has the right to send as many troops as necessary to protect the naval facility."

Russia will keep a naval and an air base in Syria capable of carrying out strikes against insurgents if required after a partial military pull-out announced by President Vladimir Putin, the Kremlin said on Tuesday.

"Thanks to the fact that the operation to save Syria and the liberation of Syrian land from terrorists have been completed, there is no longer a need for broad-scale combat strength," Kremlin spokesman Dmitry Peskov said, as reported by Reuters. But he added that Russia would keep the Hmeymim air base in Syria's Latakia Province and its naval facility in the port of Tartous.
