Turkish gov't to hold terror talks with leading Kurdish figures


Prime Minister Ahmet Davutoğlu has recently announced the government's newly drafted Counterterrorism and Rehabilitation Action Plan, which aims to completely eliminate the distance between the people and the state. The "master plan" includes local opinion leaders, nongovernmental organizations, chieftains, religious leaders and former politicians comprising advisory councils in southeastern provinces. The reconciliation process ended with the relaunching of the PKK's deadly terror attacks in the southeast. The government's new plan aims to initiate a new reconciliation process, but Davutoğlu affirmed that neither the PKK nor the Peoples' Democratic Party (HDP) will be included in the talks.A new reconciliation process aims to directly take locals as the addressee while disregarding the HDP and imprisoned PKK leader Abdullah Öcalan. The advisory council anticipates including leaders from 81 cities in the southeast. While the council members will alter from city to city according to the provinces' characteristics, it will also include members from among chamber presidents, bar association and union leaders. The most important criteria to be a member of the council includes those who are detached from terror and those who have never been associated with any kind of crime.The council aims discuss issues related to terror as well as issues that are relevant to locals' needs. Through this aim, the government will encourage residents to participate in administrating local matters and find a common solution. In addition, issues that are unable to be resolved locally will be taken to the governor and sub-governor and, if necessary, will be conveyed to Parliament.
