Nearly TL 15 billion ($5.05 billion) has been transferred from the national Unemployment Insurance Fund to other programs which can train the active labor force and raise employment.
Since the establishment of the Unemployment Insurance Fund, nearly TL 11 billion has been spent on unemployment payments. The "active labor force programs," which are highly valued by the government, have become an employment prospect for the unemployed.
Stating that TL 2.1 billion in unemployment payments were paid to nearly 600,000 people last year, Labor and Social Security Minister Süleyman Soylu said: "Between 2002 and 2015, about 2.3 million people received unemployment benefits. Of these unemployment benefit recipients, 13 percent found employment in new occupations."
From the fund's previous year, 50 percent was transferred to the active labor force programs. The amount that was transferred from the fund to employment programs in 2015 reached TL 4.3 billion. Salaries for the first year of employment for youths (between the ages of 18 and 29) receiving on-the-job training are paid from the fund. Soylu said that unemployment benefits were cut for those who were receiving both unemployment benefit and old age pension.
