A cabinet for only 2 months but with a huge mission


For the first time in the history of the Turkish Republic the country is heading for early elections with a presidential decree to dissolve Parliament and a decision to hold early elections in two months because the parties represented in Parliament failed to produce a coalition government within the 45-day time limit set by the Constitution.So after four hours of consultations with Parliament speaker İsmet Yılmaz, President Recep Tayyip Erdoğan used the powers granted to him by the Constitution and declared early elections. As a part of the process the president called on the Justice and Development Party (AK Party) leader Ahmet Davutoğlu to form the caretaker government that will run the country until a new government is formed after the new elections. Now Davutoğlu has five days to form his government, which will be in charge during a very sensitive period as Turkey faces growing problems both at home and abroad.According to the rules the new cabinet should have members from all parties represented in Parliament. Apparently there will be 11 AK Party deputies as ministries. Three ministers including the Ministries of Justice, Interior and Transportation and Communications will be from independent personalities according to law. The left-wing Republican People's Party (CHP) and the right-wing Nationalist Movement Party (MHP) have said they will not give members to the cabinet. As Prime Minister Davutoğlu pointed out at his press conference on Tuesday, they are wrong. The Constitution does not require parties to "give" candidates. It says the prime minister will offer cabinet posts to deputies from the parties and if they accept they will become ministers. If not their seats will be filled by independent personalities. According to sources close to the government the prime minister will probably ask veteran former CHP leader Deniz Baykal to enter the cabinet and may ask him to become the foreign minister. So if the seats cannot be filled with CHP and MHP deputies, nine seats will probably go to independent personalities. The remaining three seats will go to the pro-Kurdish Peoples Democratic Party (HDP). This is a tricky point as many people do not want the HDP which has close ties to the PKK terrorist group to be in Cabinet. So Davutoğlu will try to name some moderate personalities.This government is not just a mere cabinet that will lead the country until the elections. During its short tenure of only two months it has to face some very serious tasks that will be crucial for Turkey as the world faces a serious financial crisis with the developments in China. With the Turkish lira in a nose dive against the dollar and euro, with other serious economic challenges like the threat of a recession, this government has to deal with the massive economic problems while also preparing the 2016 fiscal year budget. It also has to deal with the growing threats by the terrorists of the Islamic State of Iraq and al-Sham (ISIS) and counter the open challenge of the PKK as the terrorists kill more and more Turkish soldiers and policemen every day. It has to cooperate effectively with the U.S. against ISIS while using its own resources to fight the PKK. It has to brave the mounting pressures from the Turkish public with the growing casualties of the security forces.Its first mission will be to renew the one-year-old mandate to allow Turkish forces to launch cross border operations in Iraq and Syria and allow foreign military forces to use Turkish territory in the joint fight against terrorism. This mandate will thus open the way for the application of the Turkish-American agreement where the U.S. will use İncirlik Air Base for operations against ISIS and thus effectively create a safe zone for Syrians in northern Syria that will hopefully ease the massive refugee situation in Turkey.It also faces the massive challenge of securing safe elections despite the chaotic law and order situation in eastern and southeastern Turkey. The PKK and the left-wing terrorist group Revolutionary People's Liberation Party-Front (DHKP-C) will definitely try to sabotage the elections and they have to be stopped.So the cabinet, which will only serve eight to 10 weeks, has a massive task that would not be envied by any elected government.
